It's so he doesn't have to stand there doing it manually, leaving more time for a much needed snack break.

Ingenious device, probably more suited to volume production. You can cut a set of these (4) in less than 10 minutes - if you were to feed them through manually.
Here's a pic of them in situ, being glued around the rim.
Kerfed linings are just one type and not used by every maker. Some use seperate little blocks, others use solid linings (ie. no cuts) which are bent on a hot pipe.

I wouldn't have thought a bandsaw would give a wide enough cut, I usually use a crosscut saw to do this.
