As a lad, I owned a Raleigh moped, a copy of the Mobylette and similar to the NSU. It had two controls, a twist grip throttle and bicicycle type brakes albeit drum brakes. It had an automatic clutch so, to start, you pedalled until the engine caught and then opened the throttle. I took my test on this which involved going round the houses giving the appropriate hand signals whilst being watched by the examiner. I passed first time and was given a motor cycle licence which I still have despite never owning another motorised two wheeler. So, 50 years on, ther's nothing, other than raw fear, that stops me riding a 650 cc bike. The licence also gave me the right to drive a three wheel car like the Reliant Robin. Daft or what!
Mind you, with the automatic clutch, some of my "friends" used to enjoy opening the throttle fully whilst I was standing chatting to them with the engine running and have me trying to catch the machine.
