will a 12mm bit hold tight in a 1\2 router
I think the answer will be NO
but I thought I would ask as I assume there is a bit of tolerance built into a collet

If it is direct link the router's collet I would say no as I don't believe the collet has the range.
However if you use it in an extension adaptor that uses an ER collet then I believe it will be OK if the appropriate sized collet is used.
I believe the ER collets have a range of 1mm - so a 12.7 mm collet will accommodate a 12mm router.
Obviously you should check with the extension adaptor supplier if what I am saying is correct.
 
No not a chance, far to big a difference in sizes.

You can get 12mm collets for some routers.

I did guess as much
I would not risk an extension with this bit (60mm)so will cross off my list
