A gas torch will raise the temperature much quicker than boiling water and it will heat a more specific area. As the sleeve and centre are bare metal there's no applied surface to damage and it will take some serious intent to 'blue' something as massive as the sleeve with a portable gas torch :wink:
A gas torch is the way to go but if the OP has some reason not to employ one then a hydraulic press will achieve the required result. Repeated hammering just risks belling the end of the centre to a point where it will no longer pass through the sleeve.
