Having just seen these pics I would say the previous advice to protect the patina is wrong.

Its just rusty, grimy, filled with crap and the paint is gone. The rust is quite bad so best to use electrolysis to get rid of it and any remaining paint scraps. Do the body, blade etc.

You might want to disassemble right down to removing the frog as underneath may well have some rust/grime and scrape or sand down the machined surfaces.

New handles, google for an asphaltum (sp) finish and apply to inside body, polish all the screws, scrape and clean the blade and you will have a plane as good as new.

Then use and apply your own patina.
