My method requires a plow and/or dado plane and a jack (I did this one with a plow, it worked fine cross-grain for this application):
Groove and dado up the panel to define the field:
Guage out your panel edge height:
And take the raising on down with the jack, working the cross grain ends first since any chipout will be taken care of when you do the long grain edges:

I think that even if I owned a tablesaw, I would still do it this way. It is so fast. I might use the tablesaw to do the grooves and dados, or more likely, I would use it as a plce to set my Coke can down.
Non-fielded panels can be done with jus the jack perfectly well. That is how I do drawer and chest bottoms. Just remember to go cross-grain first.
