So what is it, not what wood that's easy it's Oak, but what is / was it?

A few clues:- (1) its not dry, (2) it's 3.4m long, (3) it has some strange tool marks all along both edges third picture.

Puts me in mind of a rowboats side. Thats just me though.
For some reason it makes me think of vikings. I seem to remember a PBS program on Viking ships. Splined and pegged or something of the sort? Almost like Domino biscuits.

Ok I've thought of another cryptic clue, (5) the maker that made it wasn't making it, as soon as he had made it he re-purposed it although it wasn't a reject, which is how I came to have it now.

I think I'd be safe in saying technically not an off cut and definitely not construction although that title is sometimes used to describe the product.

Hmmm, I'll be honest, my first thought was from a stave from a mash tun, but you have ruled that out.
Railway sleeper? Those tool marks look like something hot has grabbed it there.
Boiling liquid and not from brewing?
I think we need more clues

Time for a Coffee break clue, I think I may have mislead you a bit by saying it's not an off cut, by this you have to read it wasn't cut off anything!

Well new clue:- the two edges are sawn with saw marks still there but it's not parallel, the two faces are NOT sawn NOR planed but smooth.
although it is now not straight (due to uncontrolled drying) it would have been beautifully flat and straight as a die with not a blemish on the near prefect quarter cut faces when it was thrown out.
