Peculiar bench vise

I found this in my FIL's workshop last week. This contraption was new to me. Not sure if it is a bone vide bench vise or a cobbled together contraption that does the job.

Is it familiar to anyone else?

Looks to me like a strange tail vice... I'm guessing the wierd angle of the peg is to make it stay in the hole while you are tightening up...
