I wish I was near enough to take a look - I'm in NW France. I don't know much about buying timber like that, but wonder if they are good enough to cut up into planks. A lot of the oak trees around here seem to go for firewood.
I'm not even sure that the multi headed pollard IS an Oak ???
I don't think I'd touch that with a bargepole, even if I was within 50kms. A sloping site with no clues about access, boundaries, soil conditions, power lines, let alone the national and local guidelines and byelaws. The last thing I'd want to do if I lived in France would be to wind up the Mairie. I think he'd be better off marketing it to the locals......
