Just a thought & I’ll state first I’ve only seen this on the internet & not tried it myself but for making small dowels you can use a modified pencil sharpener.
Basically you cut the exit end off of a cheap hand held pencil sharpener making the exit hole the same size as the required dowel & slightly round & sharpen the the cut corner of the blade.
As I say I’ve not tried it but can see no reason why it shouldn’t work as it’s basically the same as a Veritas dowel maker only smaller.
