I think its a base for a testing unit.I did an apprenticship with the GPO (BT) and most of the kit in test desk area was all well made mahogany boxes.

Another suggestion as to the tables past use, and going with the electrical/testing equipment idea.

How about a speaker? The table top being the sound board/diaphram the holes to let the air move like a sound box
