I've never had vat charged on an ebay purchase, even by sellers who are clearly operating a business and selling items listed as new.

As they're supplying a VAT invoice, the extra 17.5% goes to the government so they would gain nothing by increasing the price. They would fail to pass the money on at their own peril!

Sellers can elect either to list prices VAT inclusive or VAT exclusive, most just do the former.
