Sorry Steve i`m not quite with you re the scallops & why you set the blades higher than the out feedtable. If i was planing a 10" wide board, as i start the cut, the left hand edge of the board would have passed over the blade & be on the outfeed table before the blade had come in contact with the right hand edge of the timber.
I`ve often wondered why pre-prepared stock seems to have such a lot of machining marks, i`ve always thought it was down to excessive feed rate, as i`ve never had a problem with scalloping.
 
I don't know if they do a block with more than three cutters, but I suppose in theory, with the maximum amount of cutters and maximum possible rpm and the minimum feed rate there would be no scallops.

I don't think that it is possible in practice to completely eliminate scallops, they would always be there however miniscule.
