Identify tool

Hi,

Can someone identify this tool please?

Sorry the picture is fuzzy, I took the picture from my television and blew it up a bit.

The tools were in a wall board in an upholsterer's workshop. The yellow dots are actually a chain with a wooden peg on the end.

Webbing stretchers.
A loop of webbing is pulled through the slot, the pin is put in to stop the loop pulling through and then leverage applied with the tool with one hand, while tacks are driven with the other.
