Hydrofugo in the rain

I've been asked to make a plinth for a local football club so they can have the match ball on display in the run up to the start of the game, like they do in the Premier League nowadays.

My question is, would something like Hydrofugo or Medite's MRMDF if they were painted, be up to the job of being in the rain for up to an hour? The club is Barnsley based so I'd expect a lot on wind, rain, sleet & snow on match days.

If not, then what kind of material would you go for? I don't really have the equipment to be fabricating something from Perspex or metal.
 
Maybe plastic, hdpe or a composite material like used in decking. There are some that do solid sections for decking joists etc.
All can be cut with woodworking tools.
