Getting bleed through with morrells water based paint

I use morrells water based primer and pigmented laquer, but on some woods eg ash and ply I get tanning discolouration of the primer. Anyone able to offer suggestions as how to deal with this?

My initial thoughts are to buy a can of zinser to seal the surface before I proceed to finish?

I've found this with white WB from Morrells after the first primer coat, but by the time I've got another primer and two top coats on it doesn't show.

you need to apply a primer
zinnser BIN would be my first choice as it will block any stains plus ensure adhesion
zinnser 123+ would also work if you prefer to stay WB
