It'd be quicker and more accurate than using OBMs but slower than a powered hollow chisel machine, but how much slower?
It's got all it's tooling, which is very rare. Could be a viable bit of kit. I've only ever seen them in museums.
There's a third wheel - tilting table? Luxury!

PS I'm just guessing here but the void in the sliding table could be for a (sacrificial) timber insert which would let you mortice right through without break out on the bottom.
 
Who ever wins that is going to be laughing in 2015 when the electric supply runs out. Ebay will be full of power tools nobody wants then.

I've seen how you like your "POWER" tools Tom, you ought to be thinking about converting a pushbike into a generator soon otherwise the scrap men will be calling.

i know i'm going to regret asking this - but why do you think the "electricty supply" is going to run out in 2015 ?
