I have a drawknife marked Tribe about 16" wide with a 10" blade.
Can anyone tell me where and when this might have been made

No idea, except that when the picture is enlarged, the 'B' appears to resemble more of an '8'.

The illegible marks underneath may be the manufacturer. It is rather old corrosion but you may enhance that image to something readable by careful application of a rust softener.... citric acid or the like.
However there are others on this site who know more about rust removal than I do.

A picture of the whole tool might allow a guess of country- French, English and American have different styles, usually.

A non-destructive way of making stamped text clearer is to rub in chalk dust - it works well on wooden planes.

+1 to this. It's not an easy well known mark, so all clues will help.
