If it were me I’d try to clean thoroughly and reattach with contact adhesive

Search for bandsaw tyres on the internet, I had to buy from the USA for the tyres on my Jet. I used BAND SAW TIRE WAREHOUSE | eBay Stores on eBay, great service.

I doubt that cleaning and using contact adhesive would work.
It should work just fine, but I'd buy a pair od new tyres because when you need to remove the one you glued to the wheel......
Just measure the wheels, they'll be 10" or 12" etc and make sure you match the tyre thickness and width

I bought from Bandsaw Tire Warehouse too. Great guy. Contacted him via his Facebook page (same company name) and dealt with him directly. He made custom tires for the oddball size I needed and mailed them out quickly. He will do the same if your bandsaw isn’t one he has in stock. Dealing directly gets you a better price because there are no fees.

I successfully reglued the bottom tyre on a small Sheppach bandsaw using cheap clear silicone but mine hadn't snapped. Yours will need a method for holding it in place whilst the silicone sets, preferably overnight.

Your bandsaw is the same as a Silverline and Energer model, possibly others. Most Chinese machines simply are imported in batches painted and branded to order. You should not need to import from USA as way too expensive. There are you tube videos on how to fit, buy a pair: Solent Tools Spares For 441563

Even cheaper UK and China 8 inch 1425 blade ones on ebay. Urethane also cheaper from China

I had same problem last week. I pushed the 2 ends together and dropped some thin superglue on the crack, sprayed it with accelerator, turned it over and repeated. I let it cure for an hour. It is still working 🤞
Hope this helps.

Ordered from Bandsaw parts £35 for a pair of tyres
For the dirty pro bandsaw a
Andrew to put the two new on
