Can Anyone Help

Hi there my dad was a big d.i.y fan and always had many many tools in hes garage however due to house move and ill health the time has come for me to clean out hes garage and get rid of some items. The problem is i know nothing about these items and where the best place to get rid of them or even if there worth anything. Firstly i have this item below can anyone tell me what it is and if its no longer any good or worth putting on ebay. All funds we raise will be going towards care costs for him.

Looks to me like some sort of fret saw for cutting something tough... Never seen one like this though and it doesn't seem to have much throat depth. Perhaps an engineering forum might be able to help more?
