IIRC he marks out the twist, cuts down the centre of the twist (or twists) with a tenon saw & widens the cut with a flat chisel (may be a gouge - can't remember) before resorting to rasps or files & finally long strips of abrasive pulled backwards & forwards over each twist.
Edit: Later posts indicate a small plane rather than a chisel ... which rings a faint bell.
