I have recently bought the Axminster own make premium 3.2mm parting tool and every time I use it the wood burns and the steel blackens!
I'm pretty sure it's not my technique or sharpening as I've owned the equivalent Sorby parting tool for years and it's been great, I also have the Crown diamond parting tool and again no problem and I've never experienced this before on either tool.
I do own the Axminster premium square end scraper and again no problem just as good as other makes.
Could this be a case of the steel not being tempered properly?

Hiyas.. if I were you I would contact Axminster..I would suspect that is not HSS…more likely a very bad batch of Chinese material…I’ve never seen anything blued by contact with wood..
can you file the steel with a normal file?…. It should slide over the surface…..
