I've finally got around to filling in the damage done to my new laminated workstop due to overzealous upwards screwing....

The instructions seem to suggest just putting a bit on the spatula and then dragging it across the hole. Is that all? Does it need flattening/sanding down after drying? Wet and dry? I can see me making a pigs ear of this one

Don't go near it with abrasive, you will just scratch the surrounding worktop. Apply with a flexible filling knife or spatula and strike it off level, remove any excess around the edge with a cloth dipped in the solvent/cleaner. It may sink as it dries in which case apply a second time.
