    I've found this style of hook to be reliable plus don't represent a spike hazzard when the board is removed. When removed completely the 4 small pin holes are hardly visible and disappear with a bit of paint. The short pins represent no risk to the core building fabric just a few mm of plaster.

    No idea how Axminster can police this if it goes wrong during the guarantee period but it doesn't seem fair use to me. Fortunately there are a lot of manufacturers who have no such limits and in fact rate their products for trade use at similar prices so buy from someone else.

    Small (8mm ish) dia 1/4 shank top bearing router bit needed?

    I see that it's the top bearing that is causing the problem, loads at that size but the bearing is at the bottom. Could you use a standard straight flute cutter and use the shank as the bearing surface? So an 8mm cutter with 8mm shank or a 6.3mm cutter with a 1/4 shank.

    Cutting mitres in mouldings

    I would make a 45 degree shooting board and then use a block plane as JobandKnocksays. A standard plane will work as well as long as its sharp and setup correctly, even the best mitre saw will not produce perfect cuts. You can tweak the angle as well by using small packing pieces when planing.
