I always adjust the fence, the top wheel is for coplanar tracking of the wheels or blade location on the crown depending on your personal setup method, never known it to adjust for drift?

Depending on planned usage you could use pine with slats to allow heat to circulate. Use simple joints or pocket holes to join, I have never had much luck with dowels, no need to paint pine another advantage.
ok decided on a MIG with gas, as it is for occasional DIY use are the disposable bottles any good, what sort of weld time will they give. I am trying to avoid bottle rental as for limited usage.
