    Steel Beam question

DPM, Visqueen or duct tape will hold moisture (condensation) against the steel and eventually cause rusting and failure, do not use any kind of loose wrap.

    Steel Beam question

FWIW I am a Retired Structural Engineer, post 10 is correct as you say, the steel beam should be red oxide painted to prevent bleed through, if bought from a reputable steel fabricator this would be done as a matter of course.

    A Glastonbury "secret"....

I remember the Rolling Stones first gig at Ronny Scot's and seeing the Beatles at Lewisham Odeon, now that's old. They have left the C off the word rap.

Little advice on best course of action for shed base...

Does the inside of the shed need to be level, as long as the edges are then just put the shed on top with a DPC under, perhaps even some tiles on sand and cement, it's only a shed not a habitable building.

    I think I've screwed up - Help!

For a planer you need chip extraction not dust collection, a vacuum cleaner will not work as well.

    I think I've screwed up - Help!

A broken belt will not stop the motor from turning/running if the motor does not turn then the internals have burnt, budget for a new improved smoke container.

    Starter table saw

Cut sheet goods with a track saw. Rebates for drawers with a router mounted on the track from your track saw. Can't remember the last time I used by table saw, seems redundant since I bought the Track Saw and bits to fit the router on it.

Kity 613 Bandsaw wheels not in line?

I think you hit the nail on the head there "flat tyres" if you have domed tyres the teeth of the blade should be just off the dome which would put them inside the outside edge of the wheel, as far as I understand the operations of Bandsaws, but no idea what this Kity is fitted with.
