that depends on what you are wanting to make- a bowl or platter can have a moisture content of 12-16% without causing any noticeable movement or splitting.
If you are making somthing where it needs to be very stable then you need between 8-10%

you must remeber though wood is a sponge and will lose gain moisture depending on the season and enviroment its placed in.
 
Wood in my shed rarely gets down below about 17% and would probably be considered as wet. Personally I prefer it that way, I cope much better with shavings than with the dudt from really dry wood. As George says tyhough so much depends on what sort of turning you want to do. Any end grain work will definitely distort when wetter than about 12% IME
