The other thing to remember is that for lower voltage (230V) operation the links need to be configured for delta not star. This one looks as if it was last used in star configuration. You appear to have a document that went with this so you need to have the links 90 degrees to that shown. You are using AC so caps should not be polarised. Plenty of starting caps about of the size you need.
 
Yes. It does need the links to be switched to delta configuration. The 30uf (run) and 60uf (start) capacitors are < £20 for the 2. Just need to source a cheap push button start switch for the start capacitor.
 
if you plan to restart the pump once a partial vacuum has been obtained, the starting capacitor might not be enough to re-start the motor.
You might need a a non return valve to isolate the vacuum chamber (veneering bag?) from the pump and to allow the pump to start at atmospheric pressure.
