Wealdon, Infinity and Titman in that order, but Infinity do some nice cutters for traditional mouldings and a great flush trim bit.
 
Wealdon and Titman are certainly much better than axminster in my experience.
CMT are good as well. Trend pro are nice.

Actually some of the "cheapo Chinese " cutters I have tried have been good, especially the solid carbide ones meant for CNC routers, it is however a quality lottery.

Depending on what you are doing it can be a good idea to get replaceable tipped cutters.

The only reason to look anywhere else apart for Wealden is if they don't happen to have the type/size you need.
Their lip& spur drills are superb too.
 
I've had freud bits for years. the set in the plastic carrier is actually great. better bits always have angled cutting edges. sharpen and clean every couple uses and they last and last
