Record Marples No 04 Plane - Unusual markings - History of please.

I have a few too many planes that I have accumulated over the years and while having a bit of a tidy I looked a bit harder at my Record Marples No 04.
No idea when/where it came from/how longI've had it but its been tucked safely away and I never got around to using it.
However I noticed today it has a series of numbers and the Broad Arrow (Pussers Arrow) on one side.
I've unsuccessfully googled around and wonder if you learned folk are able to decipher the numbers (see photos) perhaps when it was made or where it was issued to or anything at all useful.
Perhaps thats increased (or reduced) it value

My understanding is that arrow is a military mark. I wonder if the "19 - 89" is the year 1989 - which would be about right for a Record Marples plane.

They are ex WD (War Department) marks - the date I believe is the year they're sold off.

Hi Linus
Thats pretty good thank you - you (me/I) learn something new every day! Ive followed through searching on the NSN info and as you suggest this is exactly what its is a 9 digit NSN and supplied by the UK also evidenced by the broad arrow and the 89 must be the year of manufacture.
By its super condition it was a ex forces item probably never use passed on to an individual who equally rarely used it as the Record blade looks never sharpened.
As I have other planes I use no doubt this will go back in the cupboard or sold in due course
