I have just bought this bench grinder and when I switch it on it vibrates and moves across the workbench, presumably one or both wheels are out of balance?

I read a thread somewhere on these forums, someone had bought this machine and used wobble washers to true it up.

Questions!
What is a wobble washer?
How do I check the wheels to find which is out of balance?
What do I do when I do find the out of balance wheel?

Re out of balance wheels:

1. Make sure wheels are running true laterally, hold object close to side of wheel whilst spinning by hand. (Use wobble washers or get better quality machined clamping flanges)

2. True up circumference of wheel with a wheel dresser.
