Opener for high level top hung window.

Hi all. I have a near neighbour with a high level top hung opener in a PVCu window. This is in a bathroom with a high ceiling and she has difficulty opening, or closing, the said opening from the floor.
Were this made of wood I could make a few suggestions for floor level opening devices. Do such things exist for PVCu frames? I cannot for the life of me thing of the exact term to search for.
Any helpful suggestions to make her life easier will be gratefully received.
