Does it have the ability to do gouges?

It does not look like it from the photo (although I am not familiar with this jig) - it just looks like an extended rest, all-be-it a nice one.

Therefore, without further info I would say it is over priced.

Last time I saw a new one for sale it was over £90 but they are no longer available so if you want one be prepared to pay whatever is asked.

I sold this one on eBay recently for £82.
Mine had two bases and a diamond truing tool, but no original packaging, so this one is getting expensive. There was one in the Toolpost last time I was there for about £80.

It can do gouges by the way.

I have the Veritas one from Axminster and that seems to be exactly the same design...but a LOT cheaper!
