As it happens I know one of the guys working there. It's a fascinating site and they are spending heavily on it as ND is iconic for France. He says the hard hats and safety precautions are very necessary as they are still getting occasional masonry fractures.
 
Here's a video showing the quality of the timber that they have in the oak plantations of France.

They are selecting and harvesting timber for la flèche, the spire which was spectacularly destroyed in the fire.


Because of their wine production France still has a large cooperage/cask making industry. Only the very best quality oak is used, which their well managed forests provide.
 
There are some very good carpenters in France, all having served proper apprenticeships.

I was speaking to a French mason last week about the stages of compagnonnage and the journeymans tour de France, which has roots stretching back beyond the middle ages and practiced in several countries throughout Europe. It's a shame we don't still have that system in the UK.
