Novocaine: The Sale of Goods Act has not been revoked. It gets amended from time to time but is still in force
 
Novocaine: Only in relation to consumer contracts so if you as a consumer (Joe Public) buy from a retailer then the Consumer Rights Act now applies. But if as a cabinet maker you buy a machine from your favourite machine manufacturer or seller, the Sale of Good Act still applies.

The ten second rule for braking doesn't always apply.
About ten years ago I phoned up the HSE in Edinburgh regarding the use of a radial arm saw in my business premises. Their woodworking specialist said as long as the guard came down after cutting and it was on a retractor, I didn't have to fit a dc brake because the blade was fully covered when it was slowing down and nobody could get injured.
I might fit a brake some day because it takes about a minute to slow down anyway due to cracking bearings in the machine. The Dewalt RAS must be 30 years old and has only had one previous owner who hardly used it in his workshop. BTW not a single CE sticker anywhere either!
