Ladder max safe working height

Can anyone tell me what this means for a Stairway Ladder please?

Open height 2.6m

Max safe working height 3.2m


Is the max safe WH from my feet + average 1.8m of height (i.e. to up stretched hands at 3.2m) or something else .... ?
 
I'd guess that it means a comfortable position to work at is 3.2m, rather than stretched hands so your head may well be above 3.2m, but could be stretched hands for changing a lighbulb. My answer is probably as vague as the advice!
 
It means you are safe reaching 2ft beyond the top of the ladder (to change a bulb, paint a wall etc) but any higher and you are getting less secure.
