Crimping bird wire might be an idea you could use in conjunction with other ideas like pins. It's really flexible but strong.
It's plastic covered woven wire used for bird wiring systems on window ledges etc as deterrent. Problem is finding a supply that's small enough to be viable. Hmmm.
....tick tock goes the lockdown brain....
Just had a look online.

And crimps.

I keep meaning to get some small "O" rings to slip over the end of the pins to stop them falling out when th cramp tips over, not quite got round to trying it out yet though.

could you not just get some steel round bar the right size and drill and saw to length and then just make up some safety pins from gauge wire for one end and keyring loops for the other

Like this but use a hairpin instead of making one - or even 2 hairpins instead of the ring.

or those things used on the pins for quick release car bonnets.

or these?

I'm no expert but personally I'd use simple 8mm (or whatever) MS rod cut to length and make clips like those "R" clips that Droogs linked to. Easy to make with a length of piano wire from your local aeromodelling shop, and very cheap - one at each end of the rod,. or a nut at one end if you like.
