flap and pump sander

Does anyone know where i can get a flap and pump sander ...i dont even know if thats what its called here in the uk, Im after something i can put a mop and drum sander on it . Ive looked all over the internet but cant find one, i cant even find out how to convert a bench grinder to accomodate one .
