I am using a sheet of birch ply and attaching to a wall to use as a desk. I have sanded, and painted with primer and then with a satinwood finish but i want to add a protective layer on top, I have some Zinsser B I N Shellac Base, would this be ok to use over the top to give some protection?

I dont think shellac will be particularly durable. My favoured goto finish is screwfix no nonsense satin floor varnish.
Goes on nicely, and despite looking milky in the tin, dries hard and clear. Water based so no risk of incompatibility with previous layers
 
Plus 1 for the no nonsense satin. Dries quickly so less risk of dust, you can get 2 or 3 coats on in a day, I think recoat time is c 4 hours from memory, and it builds up to a nice deep satin finish. Ideally leave to harden for a day or two before use, not just touch dry. I've also used branded equivalent at 3x the price and can't really detect a difference.

I used it to finish a Giraud style coffee table about 4 years ago, held up well but a few weeks back it was looking 'tired'. Must be from wiping down all those lockdown red wine spills. Quick 400 grit rub down, damp wipe over, 2 fresh coats and a few hours later it's fine for another few years.
