As From 1st January 2005, we're ALL convicts?

Maybe slightly Off Topic, but does anyone know how the new electrical regulations will affect us?

In theory, as I read it, it will, from 1st January 2005, be a criminal offence for any subject of the EU, (like, me & you), to change a lightbulb at home.

So, if you do ignore that law, and fit your own lightbulbs, are you likely to be locked-up, shot, or just run the risk of having your new ID card endorsed?
