A tale of harassment

I'm posting this sorry tale as the sequence of events might help anyone else unfortunate to be in the same situation.

I'm Chairman of our block of flats residents committee. Around the beginning of May, an American lady approached some of our residents in a state of some distress as her luggage had been stolen. She had, allegedly, brought down her luggage, left it in the road unattended and on her return, surprise, surprise it had been stolen. Pretty damn stupid.

Since that day, she has been periodically billposting requests for information about her lost luggage/reward considered/amnesty if the guilty party comes forward...that sort of thing. Something of an obsessive, she clearly needs some sort of counselling or psychiatric help.

She doesn't learn from her mistakes, leaving her rucksack unattended outside our block..complete with laptop inside while she accosted people at the other end of the block.

Suffice to say, we started to get a bit fed-up with her, especially as she has a rather confrontational approach..."Did YOU steal my luggage?" and so I asked her to desist from posting these notices on our property and also to stop trespassing. Since that time, she has now become convinced that I stole her luggage. So on 5th June, I found a letter addressed to me accusing me of being a thief/liar and much worse...complete with a lot of f*** words.

Now in my experience, these sort of things need nipping in the bud otherwise they escalate. So I toddled off to the local police station (Paddington Green, you might have heard of it :wink: ). The bobby there said he would try and phone her and suggest that she desisted.

All went quiet and I thought that he had succeeded until on 9 June, yet another letter was hand-delivered, more vitriolic in tone, accusing me of being homosexual etc. So off I went to Paddington Green again, and spent about 45 minutes while all details were entered onto Crimint (the Criminal Intelligence system) because two letters don't constitute harassment. They asked me to hang on to the letters etc.

Again, it all went very quiet until this morning when the third letter appeared. This time I spent an hour while all the details were entered into the Crime system, the letters individually bagged into evidence bags, a short verbal statement given.

The next step apparently is for someone from the Criminal Social Unit (??) to contact me for a more formal statement. They will then write to her telling her to refrain from approaching me and/or our property. If she persists then they arrest her and, all things being equal, she will appear in court. At that time hopefully social services will get involved and she will get the help that she clearly needs.

The bizarre twist in all of this is that, according to the crime report created when she reported her luggage stolen, she claimed that it was stolen from 97 in our road. My flat is at number 6...over three blocks away.

The advice is make sure you document everything and keep all letters etc should this happen to you as the initial response would be to throw them away.

As Jordon asked, why is a decent upstanding chap like you going anywhere near Paddington Green :wink: :)

I also once had the misfortune to live (Mon.-Fri) not far away from there & I must say (a) the experience of the American lady seems to be an everyday occurance (b) did no one tell her what crime is like in London (c) I hope you don't get anymore hassle & it all gets resolved amicably.

After all, the stress of living in the big city is bad enough without having people hassle you for something you didn't do. Well I assume someone from Malvern would never do that :) :)

In a perverse kind of way, when I go down to the front door in the morning I almost wish for another communication as the more she sends the stronger is the case against her.

Still - rather it wasn't happening, all the same.

EDIT: Just ended a telephone call with the policeman assigned to the case. Sheesh! Makes me feel like the criminal.

How do I know her name?

Well, she signed one of her letters and you could make out her christian name and make a fair stab at the surname. Then on one of her flyposters she put an email address [email protected] and Bloggs was a fair comparison with the surname on the letter.

So how do you know her name?

Umm...I thought I just explained that?

What was in the letters?

Well, they're sitting in evidence bags at your police station.

I haven't seen them as they are in the property store.

Doh!!! Not inspiring. Anyway....

One option is for us to send her a harassment letter. If she repeats the offence then she becomes arrestable. Would I be prepared to go to court and make a statement?

Yup.. (thinks......as that is the only way she will get the psychiatric help/counselling she needs)
 
Well I have to say that I was pleasantly surprised to get an update call on Friday. The lady in question had been asked to attend the police station to discuss the matter.

I received another feedback call this morning to say that she failed to turn up. The officer telephoned her and she put the phone down. He tried again, same thing happened. So he then went round to try and find her address to arrest her but couldn't locate the address!

So there matters lie. If she comes round again then I call 999 and explain the situation to whoever arrives. I'm almost coming round to believe that the whole theft is a figment of her imagination which is rather sad as she does seem to need help. My only worry is if she really is barking and she flips and starts to get violent/throw things etc etc.

I wish she would leave me alone!
 
These things can be very distressing, but forgive me, I thought this was what ASBO's were brought in for. Could the local PC not initiate this proceedure?
 
Stay calm Roger - you've done exactly the right thing. However frustratingly slowly the 'wheels of justice' grind, they will grind in a case like this where you've got a provable chain of events...

There are, unfortunately, only 2 ways of dealing with this sort of situation: go ugly early, or accept the hassle and just record every single aspect. Given that she sounds like a sad individual, you're behaving honourably.
