I reserved this and was ready to go and buy it, when I suddenly realised that 240V was output voltage! An absolute BARGAIN for someone, and a lovely seller. I spoke to him twice, seems genuine.

Bit weird tranny says 415 input 240V output but only at 0.03 KVA... seems unlikely to be powering the principal motor of this beast....
 
If the machine is only supplied by three phase without the neutral then you cannot get a 230 volt supply for control or maybe a light so then you have a transformer that takes the 400 volt and provides a single phase 230 volt output.
 
The plate on the back of the machine makes it absolutely clear. It's a 3 phase 415V bandsaw.
Whether the motor is dual voltage and could be run off domestic mains with a vfd is unknown. You would need a photo of the motor rating plate.

The transformer is irrelevant to the running of the machine. 415v 3 phase in, 240v out but only at a a handful of watts. Maybe to power a task light if the machine was used in a factory wired for 3 phase but not single. Maybe to supply a 240V single phase coil in the start stop controls.

If you have 3 phase, then the transformer will do what it's intended to.
If you make your own 3 phase with a digital phase converter, likewise.
If you were able to change this to 3ph 240v VFD fed, you would be replacing the motor controls anyway and whatever the transformer is doing will become redundant.

Use a digital phase convertor and you would not need to modify the machine plus you could buy other three phase machinery such as a nice big spindle moulder.
 
I have a similar model 20-s-1. While the plate does not state dual voltage the motor is and I've switched it over ro 230V and run it with a vfd. It's easy to do in the motor terminal box so I did not have to strip the motor.
Of course it assumes you have a similar motor 😀
My motor is only 1½ HP I think so runs off a 2.2Kw vfd.
