They are bags filled with a powder, very light and store flat, when they come into contact with water they swell to many times their size and are supposed to be better than traditional sand filled bags, they also come in lengths up to 4m and are non toxic and biodegradable when you are done...

I think it is best to identify the panelling first. Can you get some photos. If it is pine and knot free it is most likely to be Pitch Pine which would look great cleaned up and waxed.

I would wipe them over with a rag soaked in a 50% solution of household bleach. When dry give them a wax with Renaissance Wax as Sideways suggested and then look at airflow as thetyreman suggested.
