    Presumably the quill stays up and doesn't come down by itself as it stands So the spring is working but just needs another turn or so so it self returns. release the spring cap and turn it tighter Ian

    You do need control gear for it which if you dont have it will cost you more than a induction motor new It would make a nice motor for a small lathe ( wood or metal) or an application where a fairly powerfull motor and variable speed is needed in a small form factor Ian
