    Doesn't look like any single point thread cutting tool or thread chaser I've ever seen. And why the hex handle if it is? Lathe tools are normally square to fit in the tool post. It's a hand tool surely.

    I'll stick my neck out again! 😊 Face veneers look like they might be some sort of oak. American red or white possibly? Lipping definitely isn't any oak I've ever seen. As said cheap tropical hardwood of some sort. Seen it before, but don't know what it is.

    Certainly worth a try that is. Looking at it with fresh eyes, it indeed looks like the colour and figure are ash like. An ash desk I made 30 years ago has gone like that.

    Sand the loose bits off , fill, and sand that down would be my choice. Getting it to ever look right again though is a black art. It looks like a coloured varnish or lacquer of some type. Certainly don't try to stain the wood. Apart from anything else the filler will take up stain differently...

    Never actually cut one, but everything I've seen, both online and in Machinery's Handbook point to the tool having to be just right, and that the threads are a pain to cut.

    Well the more you clean it, the thinner the metal will get. It ain't going to get no "less rust pitted" So I'd clean it up the best you can with whatever you have that works, and then I'd paint it with a good thick coat of paint brushed on. Preferably primed first with a suitable primer.
