Isn't the point here that chisels are pretty easy to make so the variation in quality from the cheapest to the most expensive is small? Planes are harder to make so the variation in quality from the cheapest to the most expensive is greater. If you are on a very tight budget then spending more...

I think the post from CheshireChappy above is the way to go (especially if you have the time). You won't get a perfect flat flawless finish straight off the brush (or even from the spray gun)...the key is in the preparation (what lies beneath), abrasives and polish.
