    The problem with oil is that it soaks in so applying any finish may be a problem. The thing that you can do is use a high gloss wax over the oil and then buff. This would be better with a buffing system of some sort

    Can you round a piece of wood to a large round so that it fits into the bottom attach the sandpaper to the end so that you can sand the bottom. You can use hand tools to do this if a lathe is not available.

    Check the outside measurements across the diameter in various places has the bowl moved because it still had some moisture content, If so the outside may need returning if the wall thickness allows

    Buy a good cheap set to start with you can always buy decent ones as they need replacing. Most of the cheaper sets are good enough, as you progress your needs may change. A lot of problems drilling are speed for the size is incorrect(mainly in metal) and a good drill bit may be good at drilling...

    Never be afraid to post pictures nobody bites and it may help with any problems you may have, use it as a learning tool

    Try something like the Simon hope sanding discs and either put it in a drill or drill a dowel to reach inside if it is deeper

    Pen blanks tend to be 20 X 20 as already mentioned any smaller could make it harder to drill for some people so any miss alignment during drilling will not go through the side.
