If the land that the timber sits on has the same gap where all the slats will fit I would chamfer but, if not, then no. After all it's a garden bench which is very unlikely to be displayed in the V&A! :D

I have re-purposed a couple of leather belts (that seem to have shrunk! :oops::() and stuck them to a couple of 2x1 PAR sticks. Works a treat for my chisels.
The onus is on the buyer(who is also the importer) to pay the duty not the seller. If sellers advertised that duty has to be paid the buyer may go elsewhere and the seller looses the sale. The bottom line rules!

Any chance of dimensions of the original gasket i.e overall dia, hole dia, thickness, material which may help in finding something to suit? Is it a flat gasket or an o-ring?
Perhaps the cast iron used in the Record unit is of better quality than that used in the Axminster unit. I fancy you will need a lot of condensation present for the cathodic protection circuit to even think about working.
Maybe a word with Axminster would be in order.
Rather than screw through the rear panel maybe form some small recesses in the underside of the shelves for the cut off screws to rest in and not being visible. You would need 4 screws per shelf for this though.
