When oiling v-carved lettering etc. I will use a stiff brush to coat well let it soak in for a bit then wipe off as much as possible but then use the air line to blow the carving clean then wipe off the surface again! Seems to work for me.

Please check your 6mm bit has a 1/4" shank and not 6mm, getting the wrong one is easily done.

Only a guess, being aluminium an unusual material for a tool I think it could be to make it spark proof for use working with gas mains.

My go to for that would be a super glue, may not ne perfect but it's in the toolbox.
