I have the same problem actually, I have to use the lateral adjuster to get mine right. In my case I think the problemis that my baseboard is made of two layers, to get the step, and I I think it is acting a bit like a bi-metalic strip, one layer moving more than the other.

If you have 3 to sharpen, you can do them in pairs, counting the number of strokes. A+B, A+C, B+C.
